‘FAZ laws incomplete’
MUKWIMA CHILALA writes SOCCER Administrator Blackwell Siwale has challenged the Football Association of Zambia (FAZ) to explain how FIFA validated the amended FAZ constitution that and questions if it was in conformity with that of the World Soccer body. FAZ vice president Rix Mweemba and General Secretary Adrian Kashalawere yesterday quoted as having said that the FAZ Constitution was a replica of the FIFA one. And Kashala wondered were all the people challenging the document were when it was amended in 2017 for them to start raising concerns now. But Siwale, a former executive committee member of FAZ, currently serving a ban said that raising concerns against the constitution had no time frame. He challenged the Association to prove in writing where FIFA said that the constitution of FAZ was a replica to that of its own. He noted that FAZ where on record saying that articles missing in their constitution would be over ridden by FIFA statutes. Siwale wondered why the Association saw it fit to amend the constitution again in 2019 if the document was perfect as they had said earlier. “If again they are aligning it to FIFA statutes, FIFA does not have executive committee, FIFA has a council so then why are we amending the constitution to suit one’s agenda? Why can’t we amend it entirely to encompass everything that is pertaining at FIFA,” Siwale asked. “Let Mweemba (Rix) produce a letter confirming that the constitution of FAZ today conforms to in entirety to that of FIFA. And two I gave you an example of FIFA not having an ex co but a council that meets quarterly unlike us here who meet annually,” he said. And Siwale said that there was need to accommodate views from all stakeholders whether in the FAZ executive or not for as long as it was about football development. The FAZ constitution has been a source of concern with some aggrieved councillors saying the document was tailor made to suit and fight some individuals. But when he appeared on ZNBC TV Dressing Room sports programme, General Secretary Adrian Kashala said that the constitution was never enacted to suit FAZ president Andrew Kamanga but was instead drafted to conform with FIFA statutes. He said that the document had the validation of FIFA and was amended by the FAZ councillors. The Sun
